Can there be Agility in a Regulated Environment?


Over the last 18 months, Agility has become the latest buzz word in the field of IT project delivery. It’s definition is very much open to interpretation whilst and it can also be seen as a silver bullet to deliver quick business benefits.

As a state owned enterprise Transpower NZ has to justify it’s project spend to the regulator and also document it’s approach to achieve this successfully. And all of this has to be done 6 months in advance of getting the money! So can agility be achieved in this environment?


We believe that it can. I will share improvements we have made to our service delivery lifecycle that incorporate agility into the way we govern our projects and operations, the way we manage our projects (using PRINCE2) and the way that we develop corporate applications.

Not all of our approaches are text book but there is a continual link to industry good practice that satisfies the regulator that we’re doing the right things but provides the customer with options to achieve their goals.

Transpower is a state owned enterprise which owns and operates New Zealand’s high-voltage electricity transmission grid, providing a seamless delivery of bulk electricity to towns, cities and major industries across the country. To do all of this, Transpower has to maintain what it has today and plan for what might be needed in the future to meet New Zealand’s energy needs.
 
Colin Ellis hails from the UK and is the IT Programme Support Office Manager for Transpower in Wellington, New Zealand. He has over 10 years experience in project, programme and programme office management and is a qualified PRINCE2, MSP and P30 practitioner.
